This highly technical and specialized position is responsible for ensuring compliance with federal regulations, state laws, Cooperative Endeavor Agreements (CEAs), contractual requirements, and Louisiana Works policies and procedures. The incumbent in this position must possess extensive knowledge of workforce development programs, monitoring techniques, contract compliance, governmental financial processes, and applicable federal and state regulations. The position requires the ability to independently analyze financial and programmatic information, identify compliance risks, provide technical assistance, and develop recommendations for corrective actions and continuous improvement. This position operates within the Compliance and Monitoring Unit and may provide monitoring, reporting, compliance review, and technical assistance support for additional statewide workforce development programs and special initiatives as assigned.</p><p style="margin: 0 0 0.0001pt"><br></p><p style="margin: 0 0 0.0001pt">The <strong><em>Office of Workforce Development (OWD) </em></strong>is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.</p><div><span style="color: inherit; font-style: normal; text-indent: 0">Six years of experience in workforce development, administrative services, or social services; OR</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">A master's degree plus two years of experience in workforce development, administrative services, or social services.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">EXPERIENCE SUBSTITUTION:</span><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</span></div><p style="margin: 0">The official job specifications for this role, as defined by the State Civil Service, can be found <a href="https://apps01.civilservice.louisiana.gov/onestopjobinfo/DisplayJobSpec.aspx?JobCode=172150" target="_blank"><u>here</u>.</a></p><p style="margin: 0 0 2pt"><strong><u>Job Duties</u></strong><strong>:</strong></p><div style="margin: 0 0 0.0001pt"><ul style="margin-bottom: 3pt; margin-left: -0.2in"><li style="margin: 0 0 0.0001pt">Conducting monitoring and compliance reviews for Louisiana Centers operating under Cooperative Endeavor Agreements with Louisiana Works.</li><li style="margin: 0 0 0.0001pt">Conducting compliance monitoring and oversight activities for Registered Programs in accordance with U.S. Department of Labor regulations and Louisiana Works policies.</li><li style="margin: 0 0 0.0001pt">Reviewing financial, contractual, and programmatic documentation to ensure compliance with applicable laws, regulations, and contractual obligations. Providing technical assistance, recommendations, and corrective action guidance to program operators, sponsors, contractors, and stakeholders. Supporting statewide monitoring and compliance activities for workforce development and special initiative programs administered by Louisiana Works.</li><li style="margin: 0 0 0.0001pt">Examine financial transactions and records to verify the accuracy, legitimacy, allow ability, and compliance of expenditures in accordance with state and federal laws, purchasing requirements, travel regulations, CEAs, Requests for Applications (RFAs), and Louisiana Works policies.</li><li style="margin: 0 0 0.0001pt">Review and evaluate program operations, including apprenticeship standards, related technical instruction, progressive wage schedules, apprentice-to-journey worker ratios, work processes, apprentice agreements, sponsor documentation, and program records.</li><li style="margin: 0 0 0.0001pt">Collaborate with cross-functional teams to develop solutions, processes and data sharing. Perform program development by interpreting law, statues and regulations for multiple programs. Apply laws, statues and regulations to program changes.
