Flexible Work Arrangement: Hybrid

The Vice President, Federal Policy serves as PJM Interconnection's senior federal advocacy leader, responsible for developing and executing strategies that advance PJM's federal policy interests before federal agencies. The VP, Federal Policy will engage primarily with Congress, the White House, the Department of Energy and DC-based influential trade associations while simultaneously assisting with FERC as directed by the General Counsel. This role advises the President and CEO, EVP Governmental and Member Services, General Counsel, Executive Team and other leaders on federal legislative and policy developments affecting PJM's mission as an independent regional transmission organization responsible for reliable grid operations, efficient wholesale markets, and regional transmission planning.

The Vice President, Federal Policy leads federal stakeholder engagement, builds and maintains trusted relationships with policymakers and staff, coordinates PJM positions across internal business areas, and ensures that PJM's perspectives are clearly, accurately, and consistently communicated. The role also collaborates with state government affairs, regulatory, communications, legal, and operations leaders to align federal advocacy with PJM's strategic priorities, member and stakeholder interests, and obligations under applicable laws, tariffs, agreements, and regulatory requirements.

Essential Functions:

Develops and executes PJM’s federal governmental affairs strategy in partnership with the President and CEO, EVP Governmental and Member Services, General Counsel, Executive Team, Communications, Regulatory Affairs, and other leaders.
Monitors, analyzes, and advises on federal legislative and policy developments affecting PJM’s reliability, market, planning, transmission, cybersecurity, resilience, environmental, and energy transition priorities.
Provides education, maintains relationships and otherwise engages with Congress, the White House, the Department of Energy and DC-based influential trade associations while simultaneously assisting with FERC as directed by the General Counsel.
Coordinates PJM’s federal policy positions across internal stakeholders to ensure accuracy, consistency, legal alignment, and clear connection to PJM’s strategic objectives and public-interest responsibilities.
Prepares executive briefings, testimony, policy materials, correspondence, and advocacy plans that communicate PJM’s positions clearly and credibly to federal audiences.
Collaborates with state policy, regulatory, legal, communications, operations, markets, planning, and member-facing teams to identify emerging risks, opportunities, and advocacy priorities.
Promotes ethical, transparent, and compliant advocacy practices consistent with PJM’s Core Values, legal obligations, lobbying requirements, and standards of professional conduct.

Characteristics & Qualifications:

Required:

  • Bachelor's degree in Business Administration, Public Policy, Engineering, Business, Political Science, Energy Law or equivalent work experience

  • 10+ years of leadership experience in a managerial/supervisory role.

  • 15+ years of progressively responsible experience in federal government affairs, public policy, legislative advocacy, regulatory affairs, energy policy, or a related field, including executive-level leadership experience.

  • Experience engaging with Congress, federal agencies, congressional committees, national trade associations, and senior external stakeholders on complex energy, infrastructure, reliability, market, or regulatory matters.


Preferred:

  • MBA degree Business Administration, Engineering, MPA, Political Science, Law Public Policy, JD, Economics or Energy Policy

  • Knowledge of PJM’s governing documents, tariffs, stakeholder process, markets, operations, planning, and reliability responsibilities

  • Experience with ISO/RTO policy matters, federal energy legislation, and organized wholesale electricity markets.

  • Experience leading cross-functional policy development involving legal, regulatory, operations, markets, planning, communications, and executive stakeholders.

  • Established relationships within federal energy, infrastructure, reliability, cybersecurity, or environmental policy communities.

  • Experience in the electric utility, ISO/RTO, energy markets, transmission, reliability, or infrastructure sectors; prior senior role on Capitol Hill, within a federal agency, or leading federal advocacy for a regulated organization preferred.

  • Executive presence and sound judgment; ability to translate complex technical, regulatory, and market issues into clear policy positions for federal audiences.

  • Demonstrated ability to build relationships, influence without authority, manage sensitive issues, and represent the organization with credibility and integrity.

  • Strong written, verbal, briefing, negotiation, and crisis-response communication skills, including experience preparing testimony, position papers, executive briefings, and legislative strategy materials.
