Description of the Project
On March 31, 2010, President Obama signed into law the Affordable Care Act (ACA). Provisions included in the ACA are intended to expand access to insurance, increase consumer protections, emphasize prevention and wellness, improve quality and system performance, expand the health workforce, and curb rising health care costs. On April 12, 2012, Governor Cuomo issued Executive Order No 42, establishing the State’s Health Benefit Exchange (the Exchange). Efforts are now under way to develop the Exchange’s plan of operations, analyses of the impact of the Exchange on the insurance markets, cost analyses, and stakeholder engagement. Vendors have been selected to support the implementation of the Exchange, and the State is working to establish a fully functioning Exchange to begin enrolling residents in coverage on October 1, 2013.
Day to Day Tasks
The Sr. Technical Architect will have responsibility for the technical operational aspects of the New York Health Benefit Exchange (NY-HX). This includes all hardware, software and technical infrastructure in support of the design, development and implementation of the NY-HX. Specific duties include:
- Reviewing and evaluating technical specification;
- Ensuring compliance with business objectives and requirements;
- Assist with change control over the NY-HX configuration;
- Supervise / manage project vendor / system integrator;
- Ensures functionality is integrated with other applications;
Candidates should have at least 60 Months experience, and the following should apply:
1) A Bachelor’s Degree in Computer Science or Bachelor’s degree with at least 60 months of professional work experience in the Information Technology field.
2) At least 60 months providing written and oral reports in a business environment. A sample written report may be requested.
3) At least 60 months professional experience in Information Technology supporting / managing / directing medium to large infrastructure deployments and environments.
4) At least 60 months professional experience in assisting with design, development, and implementation of medium to large infrastructure deployments and environments.
5) At least 60 months professional experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements
