SHIFT - Monday-Friday 10:30AM-7PM - There is added shift differential to the base pay as outlined below.

The Forensic Housing and Recovery through Peer Services (HARPS) Team uses the Permanent Supportive Housing and Housing First model to offer housing assistance to individuals who meet the definition of Trueblood Class Members. Participants are provided with meaningful choice and control of housing and support services. The team provides case management to participants with an emphasis on enhancing access to and retention in permanent supportive housing. Participants have access to short-term housing bridge subsidies to reduce barriers and increase access to housing options. The team links participants to long term providers including mental health and substance use treatment providers, foundational community supports, and other providers as appropriate.

Services include:

  • Person-driven housing exploration

  • Landlord outreach and engagement

  • Employment services

  • Activities of daily living services

  • Social and interpersonal relationships and leisure time

The Supervisor will lead the development of the FHARPS, by fostering engagement with people served by the FHARPS team with the goal of helping participants to overcome barriers, and to obtain and maintain housing. Oversight of a multi-disciplinary teams for FHARPS, focused on locating and assisting Trueblood class members who may benefit from treatment services. FHARPS teams use all types of housing interventions while focusing on participant choice of housing and household composition. FHARPS work with eligible participants for an initial six months, providing housing subsidies and supports during this time. Focus on community connections and partnerships, assisting to develop policies, training, and program design. Provide supervision, training, and consultation to assigned staff. Responsible for day-to-day operations and oversight of FHARPS. Promote the use of diversion resources to minimize the use of emergency departments and incarceration.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Manage multidisciplinary teams including certified peer counselors who have lived experience in behavioral health recovery, outreach and in-reach workers, housing specialists and mental health professionals.

  • Provide staff with training and resources to build relationships with eligible people in the community and help connect them with supports including housing, transportation, and health care.

  • Promote outreach and case management services for people who have significant barriers to accessing behavioral health and mainstream community supports.

  • Offer clients, housing support including housing subsidies; transportation assistance; support for accessing health services; and independent living skills training.

  • Assist staff with helping Trueblood class members with accessing independent living options who would benefit from short-term housing assistance beyond the 14‐day vouchers.

  • Are diagnosed with an acute behavioral health disorder and are assessed to need housing support beyond what is offered through the crisis triage and stabilization facilities or the short-term voucher.

  • Develop community partnerships with law enforcement, local shelters, faith-based services, community court, jail and other entities that could assist in case finding efforts.

  • Work collaboratively with SPD and SFD, House of Charity, Eastern State Hospital, Providence Sacred Heart Medical Center and other emergency departments, and other community partners involved in serving Trueblood class members.

  • Continually seek areas of opportunity for program and process improvement and work in collaboration with Chief Operating Officer to implement positive change.

  • Provide and role model effective leadership that engages, motivates and supports assigned staff.

  • Provide weekly supervision to assigned staff in a manner that promotes and develops a positive environment for members and staff.

  • Oversee implementation and adherence to organization-wide and department specific FBH policies, monitoring for compliance and addressing non-compliance as needed.

  • Assist staff to utilize productive conflict resolution techniques in handling conflict.

  • Monitor staff performance to ensure staff meet performance expectations; productivity requirements, compliance with required training, documentation and time keeping. Address employee performance concerns in a timely manner, utilizing HR support as needed. Complete employee performance reviews in a timely manner.

  • Escalate barriers, high risk situations, unresolved concerns, etc. to Director or appropriate individual as needed.

  • Oversee and ensure adherence with contracts related to assigned program. Maintain and provide required data as specified in the contract.

  • Provide direct clinical services and cover shifts as required.

  • Participate in peer review, supervision, intake and diagnostic staffing, in-house educational and administrative meetings as directed.

  • Be involved in quality improvement projects to assist the team in being successful at diverting inpatient admissions.

  • Supervise and train staff in achieving a level of expertise required to perform telephone triage, crisis intervention, motivational interviewing, trauma informed care, and treatment duties and monitor and evaluate clinical proficiency thereafter.

  • Responsible for 98% compliance on monitoring reviews with payors.

  • Requires travel to see clients in the community and travel between work sites either via FBH owned Vehicles and/or personal vehicle.

  • Other duties as assigned.

QUALIFIED APPLICANTS WILL HAVE:

REQUIRED:

1. Master's degree in the behavioral related field.

2. Two years post master’s degree professional experience in clinical work and coordination of treatment services.

3. At the time of hire, must have applied for one of the following DOH credentials  to meet the requirements of a Mental Health Professional as defined by WAC 246-341-0200:

  • Licensed Agency Affiliated Counselor (LAAC) OR

  • License Mental Health Counselor Associate (LMHCA) OR

  • Licensed Independent Clinical Social Worker Associate (LICSWA) OR

  • Licensed Marriage and Family Therapist Associate (LMFTA) AND THEN

  • Credential must be active with DOH within 6 months of hire date unless currently meeting preferred licensure credential requirement below.

4. Must have an unrestricted and valid driver’s license, be able to pass a motor vehicle screening and driving test, have active car insurance, and be willing to use their personal vehicle in the course of work. 

PREFERRED:

  • Active DOH licensure (e.g., LMHC, LICSW, LMFT) in the State of Washington (Licensed employees have the title Supervisor II).

KNOWLEDGE, SKILLS & ABILITIES:

  • Demonstrated ability to train and supervise staff in clinical service delivery, case conceptualization.

  • Knowledge of models of crisis intervention, community-based intervention for children and/or adults with serious and persistent mental illness.

  • Effective communication and interpersonal skills are needed.

PAY RANGE (Salary/Exempt):

  • Supervisor I - No Licensure: $76,068.05 - $92,672.72

  • Supervisor II - Licensure: $82,045.93 - $99,955.48

All pay is based on longevity at Frontier Behavioral Health, thus the starting pay is as follows:

  • Supervisor I - No Licensure: $76,068.05

  • Supervisor II - Licensure: $82,045.93

There is added shift differential of 3.12% added to the base pay above for the Monday- Friday 10:30AM-7PM shift.
