Job description

Apogee is seeking an experienced Workforce Readiness & Enablement Lead to support workforce modeling, organizational readiness, user adoption, training, and knowledge transfer activities for a federal simulation and analytics solution.

The successful candidate will play a critical role in understanding workforce capabilities, organizational impacts, staffing requirements, and readiness challenges while helping translate workforce insights into simulation models, decision-support tools, and operational readiness strategies.

This role will also lead the development and delivery of training and knowledge-transfer programs for diverse audiences, including executives, operational planners, analysts, system administrators, and technical teams. The individual will ensure successful adoption, transition, and long-term sustainment of the solution within the government environment.

Key Responsibilities:

Workforce Readiness & Organizational Enablement:

  • Assess workforce structures, staffing models, roles, competencies, and organizational readiness requirements.
  • Support development of workforce assumptions, staffing parameters, surge capacity models, workload assessments, and workforce-risk indicators.
  • Identify workforce constraints, capability gaps, organizational dependencies, and change impacts.
  • Translate workforce data and operational insights into simulation requirements, scenarios, parameters, and analytical outputs.
  • Support development of workforce-readiness dashboards, metrics, and decision-support tools.
  • Analyze organizational impacts associated with new processes, technologies, and operational changes.
  • Collaborate with operational stakeholders and subject-matter experts to validate workforce assumptions and readiness criteria.

Training Strategy & Knowledge Transfer:

  • Develop and execute a comprehensive training and knowledge-transfer strategy aligned with user roles and mission requirements.
  • Conduct training-needs assessments and audience analysis to identify learning objectives and delivery approaches.
  • Design and develop instructor-led, virtual, and self-paced training materials.
  • Create user guides, administrator guides, job aids, quick-reference materials, exercises, standard operating procedures, and operational runbooks.
  • Deliver training sessions for executive, operational, analytical, administrative, and technical audiences.
  • Support demonstrations, scenario-based exercises, simulations, and hands-on learning activities.
  • Evaluate training effectiveness and recommend improvements or reinforcement activities.
  • Support user adoption, organizational communications, stakeholder readiness, and transition planning.
  • Coordinate knowledge transfer activities between development teams, government users, administrators, and technical personnel.
  • Support transition of solution ownership and operational sustainment to government stakeholders.

Requirements

Required Qualifications

  • Bachelor’s degree in Human Resources, Organizational Development, Instructional Design, Workforce Planning, Business Administration, Education, or a related field.
  • Minimum 7 years of experience supporting workforce planning, organizational readiness, training, knowledge management, human capital consulting, or change management initiatives.
  • Demonstrated experience analyzing workforce structures, staffing models, organizational capabilities, and readiness requirements.
  • Experience designing and delivering training programs for professional, technical, government, or enterprise audiences.
  • Ability to translate complex business processes, operational concepts, and technical information into clear learning materials.
  • Strong facilitation, instructional design, communication, and stakeholder engagement skills.
  • Ability to obtain and maintain client-required suitability requirements, including Public Trust eligibility if required.

Preferred Qualifications:

  • Master’s degree in Organizational Development, Human Capital, Instructional Design, Education, or related discipline.
  • Prosci, CCMP, CPTD, PMP, Lean Six Sigma, or comparable professional certification.
  • Experience applying ADDIE methodology, adult learning principles, training evaluation frameworks, and change management practices.
  • Experience supporting federal workforce readiness, national security, emergency management, continuity, or technology modernization initiatives.
  • Experience supporting simulation-based exercises, scenario-driven training, analytics platforms, or technical knowledge-transfer programs.
  • Familiarity with organizational adoption strategies, workforce transformation, and mission-critical operational environments.
  • Security Requirement: Ability to obtain and maintain client-required suitability clearance or Public Trust determination.
  • Location Requirement: Candidates must be able to support periodic onsite workshops and meetings in Virginia.
