Senior HSE Manager

Jasara Program Management Company is a joint venture between PIF, Jacobs, and Saudi Aramco, delivering social infrastructure programs in Saudi Arabia in support of Vision 2030. Working at the intersection of program management and construction delivery, Jasara plays a key role in helping shape complex, high-impact infrastructure initiatives with a strong focus on quality, safety, and long-term public value.

As Senior HSE Manager, you will provide leadership for health, safety, and environmental performance across major infrastructure programs. This role is central to building a strong safety culture, supporting compliant project delivery, and partnering with teams and contractors to manage risk effectively across a dynamic construction environment.

Responsibilities

• Lead HSE strategy and compliance across large-scale infrastructure program delivery.
• Conduct risk assessments and implement mitigation plans for construction activities.
• Oversee incident investigations and drive corrective and preventive actions.
• Monitor contractor HSE performance and ensure adherence to project standards.

Requirements

• Bachelor's degree in occupational health and safety, engineering, or a related field.
• 15+ years of HSE leadership experience on major infrastructure projects.
• Proven experience managing contractor compliance, conducting HSE audits, and leading incident investigations.
• Strong knowledge of Saudi HSE regulations and international safety standards.
• Experience leading HSE discussions with project directors, client representatives, government authorities, and senior contractor leadership.
• Professional proficiency in English.
• NEBOSH, IOSH, or an equivalent professional HSE certification is preferred.
