UNIT: FEMA Grants Closeout

JOB TITLE: One (1) Senior Analyst

CONTROL CODE: BAW-27-02


SUMMARY:

The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. The team coordinates policy, monitors the budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance program. Additionally, the team works with various agencies to build the City’s capacity to prepare for and respond to future disasters.

The FEMA Grants Closeout Unit is responsible for managing the formal reconciliation and programmatic closeout of FEMA grants. Closeout is the final function in the FEMA grant process, and as such it is the final opportunity for the City to ensure full compliance with all regulations and full reconciliation of all costs incurred prior to submission to New York State and the Federal government.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.


JOB DESCRIPTION:

The duties of the position include the following:

- Become familiar with the regulatory requirements for project closeout as defined in applicable federal regulations such as the Robert T. Stafford Act, 44 CFR 206, and other relevant regulations.
- Obtain working knowledge of other (i.e., non-closeout) applicable Federal, State, and City rules and regulations.
- Assist in the reconciliation of project closeouts including preparation of closeout packages for submission to New York State and FEMA.
- Be able to analyze financial documentation, contract documentation, and other documents relevant to completing Closeout review to ensure local and federal compliance.
- Be able to utilize the Grants Management System, Closeout Management System, and Document Management System for financial information reviews, closeout tracking, and document review and uploads, as needed.
- Develop a working knowledge of the Closeout process and circumstances specific to New York City Hurricane Sandy closeouts.
- Assist in advancing project closeouts through the multi-phase review process to ensure timely submission to New York State and FEMA.
- Assist in responding to any formal and informal information requests from New York State and FEMA.
- Assist in developing reports for team use and in reporting to management.
- Effectively work with multiple City agencies and task forces within OMB to ensure all goals are met.
- Perform ad hoc tasks as necessary.


QUALIFICATIONS:

- Must possess strong technical skills including proficiency in Microsoft Office software (Word, Excel, PowerPoint) and the ability to learn new technology quickly.
- Prior experience with QuickBase or similar data management.
- Prior experience working on City, State or Federal Grant programs.


REQUIREMENTS:

Senior Analyst ($86,995): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and one year of relevant experience.

1. A baccalaureate degree from an accredited college.
