Short Description of the Project

SAS software consultant to support the Public Health Information Query System (PHIQS). NYSDOH programs and all county departments of health depend on the Public Health Information Query System (PHIQS) for public health planning at both state and local levels. In addition, this system will be used to provide data and reports for the Prevention Agenda 2013-2017: New York State's Health Improvement Plan for 2013-2017, which serves as the blueprint for state and local community action to improve the health of New Yorkers and address health disparities and a high commissioner priority for NYSDOH.

 

Day to Day Tasks

1)     The consultant must have considerable experience in designing and developing enterprise-wide SAS EBI solutions.

2)     He/she is responsible for new development and enhancements of the application.

3)     He/she must be able to provide services for development of SAS EBI contents (Stored process, Dashboard, OLAP cubes, web reports, information maps, etc.), data management using ETL method, and knowledge transfer to PHIG and BHNSM SAS programmers.

4)     He/she must be able to implement a single sign-on to allow HCS (Health Commerce System) authentication and configure PAM to allow multiple authentications for SAS users, as well as work with UNIX administrator to upgrade SAS EBI servers and create UNIX script to monitor SAS server memory and process.

5)     Other related tasks as assigned

Requested Qualifications

 

1)  36 months of experience using SAS EBI

2)  84 months experience using SAS technologies (e.g., Base SAS, SAS/Macros, Enterprise Guide) on both Windows and Unix operating systems

3)  84 months experience in coding computer programming languages and markup languages including Java, JavaScript, XML, HTML, JSP

4)  48 Months experience with relational and multi-dimensional databases and data management tools, including Hadoop
