Position Summary:
The Regulatory Compliance Engineer supports Mobius Renewables' regulatory, environmental, labor, and clean energy tax credit compliance programs across its portfolio of Renewable Natural Gas (RNG) facilities.
This role is responsible for ensuring compliance with federal and state environmental regulations, renewable fuel programs, Section 45Z Clean Fuel Production Tax Credits, and Prevailing Wage & Apprenticeship (PWA) requirements. Working closely with Operations, Engineering, Finance, Commercial, and Legal, the Compliance Engineer supports regulatory reporting, environmental attribute management, audit readiness, and contractor compliance while helping maximize the value of the Company's environmental credits and tax incentives.
The successful candidate is analytical, detail-oriented, and capable of interpreting complex regulatory requirements while managing multiple compliance programs in a fast-paced, growing organization.
Key Responsibilities:
Environmental & Regulatory Compliance
- Support EPA Renewable Fuel Standard (RFS) compliance, including EMTS transactions, RIN inventory management, and regulatory reporting.
- Administer environmental attribute programs, including RINs, LCFS credits, RECs, Q-RINs, and related renewable fuel markets.
- Maintain compliance with EPA, CARB, ISCC, M-RETS, and other applicable regulatory requirements.
- Coordinate operational data required for lifecycle carbon intensity calculations and environmental reporting.
- Support fuel pathway registration, mass balance accounting, and chain-of-custody documentation.
- Prepare and maintain regulatory filings, registrations, and compliance records.
- Support third-party audits, verification activities, regulatory inspections, and corrective action programs.
- Monitor regulatory developments and assist with implementation of new compliance requirements.
Section 45Z Tax Credit Compliance
- Support compliance with Section 45Z Clean Fuel Production Tax Credit requirements.
- Coordinate collection and validation of operational and emissions data supporting GREET model calculations.
- Maintain audit-ready documentation supporting tax credit eligibility.
- Coordinate information requests from auditors, consultants, tax advisors, and verification bodies.
- Assist with implementation of evolving IRS guidance and internal compliance procedures.
Prevailing Wage & Apprenticeship Compliance
- Administer prevailing wage and apprenticeship compliance programs for qualifying construction, alteration, and repair activities.
- Review certified payroll submissions and contractor documentation for compliance.
- Coordinate contractor onboarding and communicate labor compliance requirements.
- Track apprenticeship utilization and maintain supporting documentation.
- Support contractor audits, investigations, corrective actions, and restitution documentation.
- Monitor contractor compliance performance and escalate issues as required.
Compliance Systems & Reporting
- Maintain compliance databases, reporting tools, dashboards, and document control systems.
- Reconcile operational, environmental, labor, and tax credit data across multiple systems.
- Develop compliance metrics and management reports.
- Support continuous improvement of compliance processes, procedures, and training materials.
- Maintain audit-ready documentation across all compliance programs.
Qualifications:
Education
Required
Bachelor's degree in:
- Environmental Engineering
- Chemical Engineering
- Mechanical Engineering

- or a related technical discipline
Preferred
Professional certifications in environmental compliance, sustainability, project management, or regulatory affairs.
Experience
Required
- 3–7 years of experience in environmental compliance, engineering, sustainability, renewable energy, industrial operations, or regulatory affairs.
- Experience managing regulatory documentation and complex datasets.
- Strong analytical and problem-solving skills.
- Advanced Microsoft Excel proficiency.
Preferred
Experience with:
- Renewable Natural Gas (RNG), biogas, renewable fuels, or energy infrastructure
- EPA regulatory programs
- Prevailing wage and certified payroll administration
- Third-party audits and regulatory inspections
- Carbon accounting and lifecycle analysis
