PROJECT MANAGER

The Project Manager shall work closely with the Contracting Officer, the Contracting Officer Representative (COR), facilities/operations engineering staff, and other Client departments in performance of Construction Quality Management (CQM) services under the project.  The successful candidate will support the project management of various capital projects on a DoD research campus for the labs and support spaces.

ESSENTIAL JOB DUTIES

• Perform federal and institutional construction management services.
• Manage, consolidate, and maintain all contract correspondence received and transmitted for COR action in the Government’s format and filing system for contract documentation, both physical and electronic copy.
• Provide the COR with management reports for tracking project Work‐in‐Place (WIP) costs, project schedule compliance, and status of work performance.
• Inspect installed work identified on the approved plans and specifications.
• Observe the daily progress and workmanship of construction.
• Observe and document construction contractor safety for compliance with their approved Job Safety Plan.
• Coordinate the visit schedule for independent testing firms (3rd. party testing) if required services are authorized by the Government for compliance verification.
• Review and track Requests for Information (RFI) and submittals and advise PO of any items that are not in accordance with the plans and specifications and of any critical action items.
• Track schedule progress against the construction contractor work plan and advise the COR of observed activity status and potential critical path impacts using the baseline schedule.
• Investigate and document differing site conditions and Contractor’s request for changes; coordinate and advise the COR of any observed site design changes from approved documents and contract requirements.
• Keep the COR appraised of all potential change orders and provide feedback on estimated labor and materials for observed change conditions.
• Provide validation of scope of work for each potential change order and develop cost estimates for the COR’s independent Government estimate (IGE).
• Interact with the Contractor’s Safety Manager and Certified Health Physicist to communicate the hazards associated with the work that is being performed in the project.
• Review project safety accidents and advise the COR of any activities that must be immediately stopped for correction; attend prework meetings for defined work phases and provide review and feedback to the COR regarding Activity Hazard Analysis forms prepared by the construction contractor.
• Maintain current knowledge and use of all local, state, and federal building codes and public funding source design standards.
• Maintain current knowledge of trends and developments in the construction industry.
• Responsible for timely completion of assigned projects.
• Use Good Documentation Practices to store all project information on the client provided platform.
• Attend required corporate meetings, training programs, and seminars/webinars as requested.
• Ability to obtain a federal security clearance to include a PIV card.
• Perform additional duties as assigned.

PREFERRED QUALIFICATIONS & EXPERIENCE

• Knowledge in construction management, engineering, architecture or related discipline/work experience.
• Minimum of 10 years of progressive experience in positions similar to the proposed role.
• Strong experience in managing the installation of MEP systems.
• Federal project experience, CCM, DBIA, PMP, PE, RA and/or Degree or current and relevant Registrations and certifications a plus.
• Ability to effectively communicate both verbally and in writing with client and contractor/tradesmen in performance of duties.
• Ability to manage numerous concurrently phased construction activities with multiple stakeholders.
• Ability to supervise administrative and technical staff consistent with the scope, relevancy, and complexity of the requirements.
• Experienced with Microsoft Excel, Project, Word and Bluebeam.
• Experienced with RS Means and other similar estimating software.
• Knowledgeable with CSI formats and ability to read and interpret plans and specifications.
• Knowledgeable in the construction industry, scheduling, contract law, contract types, and contract negotiations.
• Federal experience required.
• Organized and detail oriented.
• Demonstrated ability to meet deadlines.
• Strong negotiating and supervisory skills.
• Team player with the ability to clearly communicate verbally and in writing.
• Ability to interact and function professionally with all parties.

Physical and Environmental Demands

• Occasional low and high temperatures due to working outside during all seasons, along with elements such as precipitation and wind.
