[What the role is]

This role is with the Hydroinformatics & Hydraulics Division within the Water Reclamation (Network) Department.

Management of the used water network in Singapore is key in ensuring that every drop of used water can be collected and fit for recycling into a sustainable source of water supply as one of the National Taps to meet Singapore’s water demand. The Water Reclamation (Network) Department is responsible for ensuring that all land developments in Singapore are able to convey their used water discharge effectively by the sewerage network to the Water Reclamation Plants for treatment and further use.

[What you will be working on]

As a Specialist / Senior Specialist in the Hydroinformatics & Hydraulics Division, you will play a key role in developing and managing the Department's hydraulic modelling capabilities. You will maintain and enhance an in-house hydraulic modelling system that enables our sewerage infrastructure planners to perform hydraulic simulations for planning assessments and to design new sewerage schemes to meet future development needs. The modelling system is also for operations engineers’ use to perform hydraulic analyses for incident investigations and network performance studies.

Beyond supporting the routine modelling needs of the users in the Department, you will also serve as the Department's hydraulic modelling specialist, undertaking complex simulation studies, interpreting modelling results, and providing technical advice to planners and engineers for challenging planning and operational scenarios.

Key Responsibilities

  • Build and calibrate hydraulic models of Singapore's sewerage network to accurately represent network conditions across different planning base years.
  • Maintain and update hydraulic models to reflect changes in the sewerage network, development projections and operational data, ensuring that the models remain current and fit for planning and engineering assessments.
  • Provide technical guidance, training and modelling support to planners and engineers on hydraulic studies, model setup and interpretation of simulation results.
  • Manage, maintain and continuously enhance the Department's in-house Sewer Hydraulic Analysis and Design (SHAD) system, which has customised modelling tools and workflows to enable non-specialist users to perform standard hydraulic simulations.
  • Call and award maintenance tender to engage a contractor to upkeep and enhance the SHAD system
  • Work closely with planners, operations engineers and IT partners to improve modelling capabilities, automate workflows and strengthen the Department's hydraulics modelling system.
  • Perform advanced hydraulic modelling and scenario analyses to evaluate sewer network performance under various planning, operational and emergency conditions.
  • Analyse modelling results and translate technical findings into practical recommendations to support infrastructure planning, operational decision-making and policy development.
  • ​Identify and deploy applied technologies pertaining to hydro-informatics and hydraulics works to meet department operational needs.
  • Carry out R&D study pertaining to hydro-informatics and hydraulics works that are relevant for department operational needs
  • Engage and network with industry and academic experts to build depth and expertise in the domain.
  • Participate in external forums/conferences to profile PUB as deep subject matter experts in the area of hydro-informatics and hydraulics for sewerage network.

  • A degree or above in Civil or Environmental Engineering
  • Keen interest in the technical know-how of hydro-informatics and hydraulics
  • Possess strong analytical thinking, managerial and planning skills
  • Independent, willing to learn, result-oriented and self-driven
  • Good interpersonal and strong communication skills
  • Good knowledge in IT
  • Experience/knowledge in sewer modelling is preferred​
