Job description

We are looking for a Programme Manager to lead the operational management and public relations of NCAIP’s integrated-photonics research programme. The Programme Manager coordinates projects, budgets, grants, and partnerships across the group. In this role, you will drive our communications, design, and external engagement, including managing the group’s website and creating high-quality presentation materials.

The Programme Manager keeps the research programme on schedule and within budget, manages relationships with industry and national-laboratory partners, and raises the group’s profile through its website, presentation materials, media and events. This is a varied, high-impact role at the centre of a fast-growing, internationally connected research group working at the frontier of photonics and semiconductor technology.

The role spans project management, public relations and design across SIA Laboratories’ research programme.

Key Responsibilities:

  • Programme and project management across the group’s research projects, including milestones, schedules, budgets and reporting.

  • Grant and research administration, partnerships and stakeholder engagement with industry, national laboratories and consortia.

  • Public relations, communications and design, including the group website, presentation slides and decks, project PR and outreach collateral, news and social media, press, events and outreach.

Requirements:

  • Bachelor’s or Master’s degree in Engineering, Science, Business, Communications, or a related discipline.

  • At least 8 years’ experience in project/programme management, operations, or research administration, ideally within deep-tech startups, universities, or research environments.

  • Experience overseeing budgets, grants, or contracts. Familiarity with local funding compliance processes (e.g., NTU, A*STAR, MOE) is highly advantageous.

  • Exceptional written and verbal communication skills, with the confidence to drive public relations and manage relationships across academic, industry, and government partners.

  • The ability to translate complex technical research into compelling visual materials. Proficiency in presentation design, web CMS platforms (e.g., WordPress, Webflow), and graphic design tools (e.g., Adobe Creative Suite, Canva, Figma) is preferred.

We regret to inform that only shortlisted candidates will be notified.
