Job description
The Program Manager, Resource Navigation will provide administrative and programmatic support to the disaster case management program. The Program Manager, Resource Navigation will oversee scheduling and training of up to 10 AmeriCorps fellows. This role will assist in establishing community partnerships and finding resources for those affected by the 2025 Los Angeles Wildfires. This role will assist at the Rebuilding and Recovery Center and help direct survivors to appropriate recovery resources. The ideal candidate will have strong leadership and communication skills, a background in disaster response working directly with trauma-affected communities, and a deep commitment to serving vulnerable populations.

Main Responsibilities:

  • Communicate on a regular basis and interact with all program management staff.
  • Develop strategies for meaningful resource navigation and distribution of those resources to vulnerable populations.
  • Provide oversight, scheduling, and training to up to 10 AmeriCorps fellows and comply with AmeriCorps rules and regulations for site supervisors.
  • Help plan canvassing efforts and create a list of potential locations and events where the team can share resources and provide support to affected communities.
  • Support the organization and implementation of disaster recovery events, particularly those targeting marginalized groups in need of recovery assistance.
  • Adhere to funder’s Disaster Case Management Program (DCMP) Grant Plans and ensure staff attend and comply with the service delivery including but not limited to: FEMA sequence of delivery and special needs populations; including non-English speaking, minority populations, children, elderly, and persons with disabilities; information on available local and State human and social services; applicable components of the State’s disaster recovery plan; and other information regarding the local Long Term Recovery Groups (LTRGs).
  • Other duties as assigned 

Scope and Travel:

  • Oversee up to 10 AmeriCorps fellow direct reports
  • Hybrid position with travel required around Los Angeles County, including Palisades and Eaton Fire Areas, CORE HQ, and the rebuilding and recovery center in Altadena.

Qualifications:

  • Bachelor’s degree in Emergency Management, Social Work, Community Outreach, Public Administration, or related fields, or equivalent professional experience. Masters preferred.
  •  Knowledge of FEMA Individual Assistance Programs, Disaster Case Management Programs, and experience commensurate with the position.

Experience:

  • Minimum 3 years of relevant experience in program coordination, disaster recovery, or community outreach
  • Minimum 2 years of supervisory experience
  • Familiarity with community resources for disaster-affected populations and local knowledge of Los Angeles

Skills & Competencies:

  • Excellent written and spoken English; good communication skills and convincing presenter; proven forward planning and strategic skills; strong public relations skills and network building; good training and facilitation skills.
  • Bilingual a plus (Spanish preferred)
