Job Description:

Headquartered in Lincoln, the Nebraska Department of Correctional Services (NDCS) employs nearly 2,300 team members operating nine institutions statewide, which house approximately 5,800 inmates. The department's focus includes inmate programming and education, physical and behavioral health care, reentry services, and community programs. NDCS is accredited by the American Correctional Association (ACA). The Professional Development Administrator leads agency-wide training and professional development initiatives, including oversight of the Staff Training Academy and Learning Management System. This position plays a strategic role in building workforce capability, supporting leadership development, and ensuring alignment with NDCS values and compliance standards.

Salary: $33.906 – 50.571, pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.


 

  • Lead and manage agency-wide professional development strategies, including direction and oversight of the Staff Training Academy.
  • Supervise training staff and daily operations to ensure programs and practices align with NDCS values, policies, and workforce development goals.
  • Collaborate with NDCS executive leadership to design, implement, and evaluate leadership development and employee retention initiatives.
  • Develop and implement recruitment, employee development, and staff wellness initiatives to support workforce engagement and organizational growth.
  • Provide coaching and consultation to supervisors on leadership development opportunities, succession planning, and workforce growth strategies.


 

Requirements/Qualifications

Minimum Qualifications: Bachelor’s degree in a related field and one year of related experience. Experience may be substituted for education on a year for year basis.

Preferred Qualifications:

  • Bachelor’s or master’s degree in Organizational Development, Human Resources, Education, Public Administration, or a related field.
  • Experience designing, leading, and evaluating staff training, professional development, or workforce initiatives in a large organization.
  • Demonstrated ability to deliver engaging presentations and facilitate learning for diverse audiences, including frontline staff, supervisors, and executive leadership.
  • Experience teaching, coaching, or mentoring in professional settings.
  • Administration of Learning Management Systems (LMS).
  • Strong collaboration skills with executive leadership, HR, and legal teams.
  • Proven ability to translate complex information into clear, practical training content and communications.
