Job Description

    Role Purpose

    The MEP Manager is responsible for overseeing all Mechanical, Electrical and Plumbing engineering aspects of the project, ensuring that designs prepared by the EPC Contractor comply with applicable codes, standards, airport-systems requirements and performance criteria. The role supports the SPV in reviewing MEP deliverables, coordinating MEP interfaces with other disciplines, and ensuring the terminal's building services are safe, efficient, and fit for a world-class international airport through design development, build and opening (2030).

    Key Responsibilities

    1. MEP Design Review

  • Review MEP calculations, drawings, specifications, and technical documentation prepared by the EPC Contractor, covering HVAC, electrical power and distribution, fire protection, plumbing and drainage, and building management systems (BMS).
  • Work closely with Special Systems Manager for escalators, elevators.
  • Ensure compliance with international standards, local codes, airport/aviation regulations, fuel hydrant systems and project performance requirements.
  • 2. Technical Oversight

  • Monitor MEP engineering solutions to ensure safety, energy efficiency, reliability, and maintainability.
  • Identify potential MEP-related risks and provide mitigation recommendations.
  • Oversee commissioning readiness of MEP systems, including testing and handover requirements.
  • 3. Interface Management

  • Coordinate MEP design interfaces with architectural, structural, and airport-systems disciplines (e.g. baggage handling, security, IT/ELV).
  • Support resolution of technical design issues between the EPC Contractor, PMC, and specialist systems contractors.
  • 4. SPV Technical Support

  • Provide MEP engineering expertise to support the SPV's design review and approval process.
  • Participate in technical reviews, workshops, and design coordination meetings.
  • Review MEP-related tenant and concession fit-out designs for compliance with base-building systems and capacity.
  • 5. Sustainability & Performance

  • Support energy efficiency and sustainability targets in MEP design, including lifecycle cost and operational efficiency considerations.
  • Validate MEP system capacity and resilience against passenger growth projections through to 2065.
  • Candidate Profile

    Qualifications & Certifications

  • Bachelor's degree in Mechanical, Electrical, or Building Services Engineering, Mechatronics, Robotics (Master's preferred).
  • Professional accreditation or chartership (e.g. CIBSE, IET or equivalent) an advantage.
  • Experience

  • Minimum 12–15 years of experience in MEP engineering, including large-scale infrastructure or airport projects.
  • Strong knowledge of international MEP codes, standards, and airport-specific systems requirements.
  • Experience coordinating MEP design with architectural, structural, and specialist airport systems.
  • Experience working with EPC Contractors, PMC teams, and international design consultants.
  • Skills & Attributes

  • Rigorous, detail-oriented reviewer of MEP calculations, drawings, and technical documentation.
  • Credible technical partner able to work effectively with EPC Contractor, PMC, and shareholder technical teams.
  • Strong understanding of commissioning processes and building management systems (BMS).
  • Fluent English required, Russian or Uzbek an advantage.
  • Success Measures (indicative)

  • MEP deliverables reviewed and approved in line with project programme with no unresolved code-compliance issues.
  • MEP risks identified early with effective mitigation measures implemented.
  • MEP interfaces with architectural, structural and airport-systems disciplines coordinated without rework or delay.
  • MEP systems commissioned and validated as fit for operation ahead of airport opening.
