JOB SUMMARY

Job Profile Summary

Manages a team responsible for maintaining, enhancing, and expanding SCADA (Supervisory Control and Data Acquisition) systems and SCADA application support tools (e.g., Leak Detection, Batch Tracking, Training) that support pipeline and control center operations. Leads day-to-day operational execution and short-term priorities for SCADA systems and applications. Oversees team workflows, establishes priorities, and ensures the delivery of reliable, secure, and compliant solutions that enable safe and efficient Operations Control. Applies advanced technical and operational knowledge to resolve complex issues involving multiple variables and competing priorities. Exercises independent judgment in determining appropriate methods and procedures to achieve consistent and timely results. Partners with internal stakeholders and external vendors to support system improvements, coordinate implementation activities, and maintain alignment with regulatory requirements and operational standards. Delivers results that directly impact departmental performance, system reliability, and operational continuity.

Essential Functions and Responsibilities

  • People Leadership & Team Management
  • Lead, coach, and develop a team of Leak Detection and SCADA professionals; prioritize and assign work to meet operational objectives and manage daily workloads
  • Oversee execution of team deliverables to ensure alignment with operational goals and priorities
  • Conduct performance management activities, including feedback, development planning, and accountability for results
  • Support staffing decisions, including hiring recommendations, promotions, and performance actions
  • SCADA Systems Operations & Reliability
  • Ensure the reliability, availability, security, and performance of Leak Detection and SCADA systems and application tools
  • Oversee maintenance, enhancement, and expansion activities to support operational needs
  • Identify, prioritize, and implement system improvements to enhance performance, stability, and scalability
  • Minimize operational disruptions by coordinating system changes with production and SCADA Analysts
  • Support troubleshooting, incident response, and escalation activities to maintain operational continuity
  • Project Execution & Delivery
  • Coordinate and oversee execution of Leak Detection and SCADA-related projects and initiatives, ensuring work is well-organized, standards-compliant, and properly validated prior to production
  • Prioritize and coordinate project execution across multiple departments to meet operational timelines
  • Monitor progress, resolve issues, and ensure successful delivery of system enhancements and implementations
  • Ensure adherence to change management, testing, and system validation processes prior to production deployment
  • Regulatory Compliance & Risk Management
  • Maintain awareness of API standards and regulatory requirements impacting Control Center, Leak Detection, and SCADA systems
  • Execute and support activities to ensure systems and processes meet compliance requirements, including adherence to the RPC System Integrity Plan and OMS.
  • Support audits, documentation, and control center compliance requirements
  • Implement required updates and enhancements to maintain regulatory alignment and audit readiness
  • Stakeholder & Vendor Management
  • Partner with internal stakeholders across Operations, IT, and other departments to align priorities and deliver solutions
  • Collaborate with external vendors to deliver Leak Detection and SCADA-related solutions and services
  • Support vendor selection activities, including bid evaluation and implementation coordination
  • Monitor vendor performance and ensure adherence to contractual and operational expectations
  • Asset Integration & Operational Support
  • Oversee integration of new pipeline assets and operational capabilities into Leak Detection, SCADA and Operations Control systems
  • Ensure accurate system configuration, testing, and validation prior to operational deployment
  • Coordinate cross-functional efforts to support system implementation and operational readiness

Education

  • Bachelor of Science (BS) in Engineering, Information Technology, Computer Science, or a related technical discipline typically required
  • Equivalent combination of education and relevant experience in SCADA, industrial control systems (ICS), or pipeline operations may be considered

Work Experience

  • 6 - 10 years related work experience 6+ years of progressive experience supporting Leak Detection, SCADA systems, industrial control systems (ICS), or IT/OT infrastructure within the oil and gas, energy, or related industry typically required preferred
  • Experience supporting pipeline operations, control center environments, or midstream/downstream operational systems preferred
  • Experience maintaining and supporting Leak Detection and SCADA applications such as leak detection, batch tracking, and control system interfaces
  • Experience coordinating and executing system enhancements, upgrades, and maintenance activities in a production environment
  • Experience supporting system reliability, availability, and operational continuity, including troubleshooting and incident response activities
  • Experience working with regulatory and compliance requirements impacting pipeline operations and control centers (e.g., API standards, PHMSA or applicable regulatory bodies)
  • Experience supporting change management, system testing, and validation practices for production system deployments
  • Experience collaborating with cross-functional stakeholders (Operations, Engineering, IT) to support system performance and operational goals

  • Knowledge of SCADA systems, applications, and supporting infrastructure (e.g., Leak Detection, Batch Tracking, Control Center systems)
  • Knowledge of pipeline operations and control center environments within the oil and gas industry
  • Knowledge of applicable regulatory requirements and industry standards (e.g., API standards, pipeline safety requirements)
