Job description

[What the role is]

The Singapore Food Agency (SFA) ensures a secure and reliable supply of safe food for Singapore. The Systems and Project Management (SPM) Department within the Digital Technology and Transformation (DTT) Division, is responsible for the development of new systems by defining use cases, recommending solutions, and managing project execution. SPM also manages system operations and maintenance across platforms, ensuring enhancements, backups, compliance testing, and adherence to security and IM policies.

The successful candidate will join the SPM Department under DTT Division. You will lead the development and delivery of quality digital systems that meet SFA's business requirements and support Singapore's food safety ecosystem. You will oversee system integrators and software developers throughout the project lifecycle while ensuring compliance with IT management, quality, and security policies. You will manage vendor relationships to ensure technical compatibility and business sustainability, resolve system issues to maintain optimal performance, and design cloud-based systems following industry best practices to advance SFA's digital transformation objectives.

[What you will be working on]

Digital Project Development

  • Collaborate with business divisions to develop business cases for SFA operations and analyse business requirements to translate them into digital solutions
  • Identify options for potential solutions and assess them for both technical and business suitability

Technical Leadership

  • Ensure project compliance with IT architecture principles, standards, and guidelines
  • Assess and apply the right project management methodologies, including agile practices, to ensure project success

Project Management

  • Effectively engage and manage the vendors to deliver digital solutions and services
  • Ensure that projects are executed based on the project plan to meet identified business needs and outcomes, within agreed parameters of cost, duration and quality
  • Identify potential project risks and the implications to the organisation and recommend mitigating measures
  • Oversee post-commissioning activities including system maintenance, performance monitoring, and budget planning to ensure sustained operational effectiveness

[What we are looking for]

Essential Qualifications

  • Bachelor's Degree in Computer Science, Information Technology, or related field
  • Minimum 3 years of relevant working experience in a similar role with project management as well as systems support / maintenance
  • Experience in Salesforce, SaaS platforms, and data migration preferred

Technical Skills

  • Experience in cloud computing platforms (Azure/AWS/GCP) and cloud migration strategies
  • Knowledge of project management methodologies including Agile, Waterfall, and DevOps practices
  • Experience with software development lifecycle (SDLC) and quality assurance processes
  • Knowledge of data migration strategies and database management systems
  • Familiarity with IT service management (ITSM) frameworks such as ITIL
