Government Relations & Public Policy Manager, Finland

The Government Relations and Public Policy team covers a wide range of responsibilities: government affairs and government relations, policy and issue area expertise, risk and crisis management and mitigation, outreach, coalitions, and partnerships.

The mission of the team is to prevent, manage, and mitigate political, legislative, and regulatory threats to TikTok, and to promote a political, legislative, and regulatory environment that supports growth and innovation for our business.

We are looking for a creative, organised, and outward-facing professional to join our team in Finland.

Responsibilities
- Build and maintain strong, trusted relationships with Finnish government, Parliament, ministries, agencies and other key stakeholders to represent TikTok’s mission, values and long-term commitment to Finland.
- Monitor and analyse Finnish legislative, regulatory and political developments relevant to TikTok, including digital regulation, data security, privacy, child safety, cybersecurity, energy policy and foreign investment screening.
- Develop and articulate TikTok’s public policy positions through briefing papers, consultation responses, stakeholder materials and internal strategy documents.
- Serve as the primary public policy lead for TikTok’s data centre presence in Finland, working closely with infrastructure, legal, communications and sustainability teams.
- Design and execute a government and community engagement strategy linked to TikTok’s data centre operations, including engagement with national, regional and municipal stakeholders.
- Represent TikTok in industry associations, policy forums, roundtables and public events in Finland.
- Identify opportunities to position TikTok as a responsible, innovative and long-term partner in Finland’s digital and green transition.
- Provide strategic advice to internal teams on regulatory risk, reputational considerations and policy developments impacting products and infrastructure.

Requirements

Minimum Qualifications
- 5+ years of experience in public policy, government relations, regulatory affairs or a related field.
- Deep understanding of the Finnish political system, legislative process and institutional landscape.
- Strong existing network with policymakers, advisers and opinion leaders in Finland.
- Demonstrated knowledge of digital and technology policy, including data protection, cybersecurity, online safety and platform regulation.
- Experience engaging on infrastructure, energy, critical infrastructure or data centre issues is highly desirable.
- Ability to operate in a dynamic and fast-moving environment and to deliver measurable impact.
- High proficiency both written and verbal in Finnish and English to effectively collaborate with global stakeholders.
