    Manage multiple projects depending on size and capacity 

    Participates in I&IT project phases (concept, definition, planning, and closeout of the UPM) 

    At the solutions project level, identifies resource requirements and provides project

resources/cost estimates 

    Oversee acquisition of technical resources and work with outsourcing partners and selects team

members from various disciplines 

    Defines, clarifies roles and responsibilities and sets ask/deliverables/quality/ performance

expectations for project resources

    Proactively plans and prioritizes tasks effectively across resources in order to respond to

numerous and diverse challenges and demands 

    Leads and develops the technical project schedule that decomposes the project scope into

measurable tasks, responsibilities, accountabilities, and dependencies. Technical team daily

tasks/deliverables are clearly identified in the schedule 

    Resolves resourcing conflicts and negotiates changes to resourcing needs. 

    Ensures availability of developer systems (for in-house development), required development

tools, setting up of source code repository and development workspaces with all depended

projects/components code, new network account creation and admin access needs, if required 

    Validates costing based on work packages and use case points 

    Validates estimations provided by technical team 

    Validate the requirements along with Solution Designer to ensure requirements are detail enough

that there will be no further decomposition is needed. 

    Manages all technical process aspects of approved I&IT projects, particularly the implementation

phase. 

    Leads the design, development, testing and implementation in order to create and maintain a

―factory project schedule and project budget. 

    Leads project teams (outsourced work teams as needed) to work effectively and efficiently toward

project objectives in a complex and diverse environment with multiple stakeholders and changing priorities, ensuring high quality deliverables that are on time, within technical solution scope and do not exceed budget.

    Involves solution designer in getting technical issues resolved 

    Ensures reusability of common components 

    Ensures Dev/Test/Stage/Prod environment resource availability for new projects. 

    Works with ITS in setting up infrastructure and stage/prod code deployments, 

    Works with vendors in conducting POCs for any new tools/products that are introduced in

projects. 

    Accountable for Kanban board updates and synchronizing with work items in Rational Team

Concert. 

    Creates and manages all key SDLC documentation and deliverables for the implementation

    5+ years of experience as a Technical Project Lead / Manager. 

    Ability to work directly with technical resources (developers, solution designers, DBAs, ITS etc) 

    Demonstrated Project Management experience managing large, complex IT-related projects 

    Demonstrated Project Management experience managing outsourced IT projects 

    Must have technical skills in I&IT to understand the complexities and nuances associated with

systems development lifecycle. 

    Ability to validate estimations provided by technical resources 

    Leadership skills – ability to lead and motivate teams to deliver 

    Strong understanding of both traditional System Development Life Cycle as well as Agile

development methodologies 

    Coaching skills to promote staff development and growth through assignment opportunities. 

    Identifying technical resource skills /expertise with solution opportunity requirements 

    Experience developing and designing object-orientated applications using Java Enterprise Edition 

    Experience in developing RUP logical design artifacts 

    Web design and development experience, including HTML, AJAX, CSS

    Experience with JEE application Servers (Ex. IBM WebSphere Application Server)
