Project Summary:

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by United States Department of State (DOS) for the period of 2019–2027. The project delivers high-quality technical support at the community, health facility, district, regional and national levels, and builds relationships with relevant partners working to address integrated health programs and global health security issues. Our ability to respond quickly to program, technical and procurement needs leverages on our deep bench of country-based clinical, program, and community experts. Initially focused on achieving and sustaining HIV epidemic control, EpiC was expanded during the COVID-19 pandemic to support countries in preparedness, response, and health system strengthening, including oxygen systems.

In Nigeria, EpiC is supporting the Federal Ministry of Health and Social Welfare (FMoH/SW) to strengthen the national Oxygen Ecosystem. Our contributions include optimizing pulse oximetry, expanding access to medical oxygen through LOX infrastructure, enhancing healthcare worker capacity on oxygen data management, and supporting the development of a national Quality Assurance and Compliance (QAQC) guideline for oxygen equipment.

The project received additional funding to build a more effective, resilient, and responsive primary healthcare system that can respond and address the persistent and severe public-health challenges, especially in Maternal, Newborn, Child, and Adolescent health (MNCH), Malaria, and Nutrition.

In addition, EpiC Nigeria has recently received Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities and National Action Plans for Health Security (NAPHS) and US Government goals to prevent, prepare for, respond to, and strengthen health systems for Emerging Infectious Diseases.

POSITION SUMMARY:

Under the supervision of the Finance Manager, the Finance Officer will oversee accounting functions within the Country office, Abuja and ensure full compliance with the contractual and financial requirements of all EpiC projects. The role will provide strategic financial management, analysis, reporting, audit support, effective budget monitoring, donor compliance oversight, and technical assistance, including capacity strengthening of partner institutions and health facilities across EpiC supported states on Liquid Oxygen (LOX) projects.

KEY RESPONSIBILITIES:

1.Financial Transactions and Compliance

  • Lead the collation, review, processing, and upload of financial transactions in compliance with organizational policies, donor requirements, and accounting standards using DPA, GFAS, or Microsoft Navision.

  • Ensure accuracy, completeness, and adherence to approved payment and documentation procedures.

  • Assist the Finance Manager in conducting post-reviews of completed financial transactions to ensure compliance and audit readiness.

  • Support month-end financial procedures, including reconciliations, schedules, and statutory remittances, ensuring timeliness and accuracy.

2.Budget Monitoring and Financial Reporting

  • Support monitoring of project budgets in line with approved work plans and donor agreements.

  • Analyse periodic expenditures and support preparation of regular and ad hoc financial reports.

  • Assist with project pipeline preparation and ongoing budget monitoring to ensure effective cost control.

  • Support coordination and tracking of all program finance deliverables for EpiC projects.

3.Audit and Assurance Support

  • Support internal and external audits and financial reviews through timely retrieval, review, and submission of required documentation.

  • Respond to audit queries and assist with preparation of audit schedules.

  • Support implementation and tracking of audit recommendations across EpiC projects.

4.Technical and Operational Finance Support

  • Provide technical finance support to EpiC finance activities, including data collection and entry, compliance tool testing, and documentation management.

  • Support notetaking, report writing, and follow-up communication related to finance and compliance activities.

5.Administrative and Logistics Support

  • Assist with coordination of logistics for workshops, trainings, meetings, and field activities in collaboration with program and operations teams.

  • Work with the travel unit to coordinate project drivers and ensure proper management of vehicle movements, fuel records, and log sheets.

  • Support office operations, including office management, asset tracking, and inventory management, in collaboration with the operations team.

  • Facilitate liaison between program staff and external stakeholders on administrative and financial matters.

6.Coordination and Other Duties

  • Provide coverage for staff on leave and perform other related duties as assigned by the Finance Manager.

  • Support continuous improvement of finance and administrative processes in line with organizational standards.

Required Skills and Qualifications Knowledge, Skills, and Attributes:

  • Sound knowledge of accounting principles and financial management, including budgeting, financial reporting, and analysis.

  • Strong analytical skills with the ability to interpret financial data and provide informed recommendations.

  • High attention to detail and ability to manage multiple tasks while meeting deadlines.

  • Knowledge of donor regulations and compliance requirements, particularly for DOS-funded projects.

  • Strong written and verbal communication skills, with the ability to explain financial information to non-finance staff.

  • Proficiency in accounting and financial software, including Microsoft Navision, Excel, and related systems.

  • Strong organizational and prioritization skills.

  • Ability to maintain confidentiality and exercise discretion in handling financial information.

  • Flexibility and adaptability in a dynamic project environment.

  • Commitment to the mission, values, and principles of international NGOs, including diversity, equity, and inclusion.

Education and Experience:

  • Bachelor’s degree in accounting, Finance, Business Administration, or a related field with 3–5 years of relevant experience; or

  • Master’s degree in accounting, Finance, Business Administration, or a related field with 1–3 years of relevant experience.

  • Minimum of 1–3 years of accounting experience supporting international development or donor-funded programs.

  • Familiarity with DOS-funded programs and NGO operations in Nigeria is an advantage.

  • Professional certification (CPA, ACA, ACCA, or equivalent) is an advantage.

  • Demonstrated experience working effectively in multicultural environments.

The expected hiring salary range for this role is indexed to USD 9,600 - 12,000 for annual gross salary (basic and allowances). When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
