This position is located in the Traffic Operations Section of District 04/Unit 002 of the Department of Transportation and Development and reports directly to the District Traffic Operations Engineer/ Engineer 7 DOTD. The incumbent must be self motivated and be able to perform duties many times with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.<br><br></div><div style="text-align: center; text-indent: 0; color: inherit"><span><strong>This position will be filled by Promotion-DOTD Employees Only</strong></span></div><p><span style="color: inherit; font-style: normal; text-indent: 0">Possession of a current Louisiana license to practice professional engineering plus one of the following:</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Two years of licensed engineering experience; or</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Six years of professional engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">EXPERIENCE SUBSTITUTIONS:</span><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">A master's degree in engineering will substitute for one year of professional engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">A doctorate degree in engineering will substitute for two years of professional engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Advanced degrees will substitute for a maximum of two years of professional engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">There is no substitution for licensed engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">NOTES:</span><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.</span><br style="color: inherit; font-style: normal; text-indent: 0"><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0">Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. Licensing requirements may be viewed at www.lapels.com.</span></p>The official job specifications for this role, as defined by the State Civil Service, can be found <a href="https://apps01.civilservice.louisiana.gov/onestopjobinfo/DisplayJobSpec.aspx?JobCode=165530" target="_blank"><u>here</u></a>.<u><strong>Job Duties:</strong></u><ul style="text-align: left; margin-top: 0; margin-bottom: 3pt; padding-left: 2rem"><li style="color: inherit; text-indent: 0">Supervises Engineers and Engineer Technicians who perform traffic engineering studies and write traffic engineering reports in response to requests from the general public, public officials, and internally within the department. Reviews the District's traffic engineering studies and reports.&nbsp;</li><li style="color: inherit; text-indent: 0">Provides guidance for subordinates in their reviews of consultant, city/parish engineers, and district and headquarter engineer's submittals and reviews subordinate's comments prior to official district response.</li><li style="color: inherit">Conducts RSA's when applicable and determines and makes safety improvement recommendations during the RSA process. Ensure the RSA process and report are meeting current LADOTD and FHWA requirements and guidelines.&nbsp;</li><li style="color: inherit">Determine Transportation Management Plan (TMP) level required for projects within the District. Provide detour analysis, queue analysis, existing and detoured signal analysis, and safety analysis for TMP's. Determine project impact area and determine lane closure/work restriction times.&nbsp;</li><li style="color: inherit">Makes recommendations for the TMP that address safety and mobility needs within the impact area. Review consultant submitted TMP's to ensure that their traffic and safety analysis is compliant with current LADOTD and FHWA requirements and guidelines and their recommended construction phasing and traffic control layouts provide as little impact to traveling public during construction as can be feasibly expected.</li><li style="color: inherit">Design and submit signal plans for construction projects. Reviews all signal design in construction plans. Coordinates with section 45 for all new installations and modifications of traffic signals. Reviews and recommends for approval traffic signal permits. .&nbsp;</li><li style="color: inherit">Performs studies and Stage 0's in coordination with HQ Traffic Safety section. Review, participate, and follow up with the Stage 0 and Stage 1 process for all projects within the District for safety and operations.</li><li style="color: inherit">Review and recommend for approval access control permits.
