<p><strong style="color: inherit; font-style: normal; text-indent: 0; text-align: center">*THIS POSITION IS REPOSTED - Previous applicants are still under consideration and do not need to reapply*</strong></p><p><em><strong>The mission of the South Carolina Department of Education is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential.</strong></em></p><p><br></p><strong>Job Purpose:</strong><p>Under limited supervision, this role oversees the South Carolina Department of Education's (SCDE’s) instructional materials, course codes, and standards systems. It manages the full Call for Bids lifecycle, administers key platforms, and ensures compliance with state laws and policies. The position coordinates adoption and procurement of instructional materials, ensures timely delivery, and resolves obstacles. It also maintains accurate course and standards data, ensures policy alignment, and provides training and support to district and school personnel.</p><strong>Responsibilities:</strong><br><br><ul style="margin-bottom: 3pt"><li><strong>Project & Lifecycle Management:</strong> Administer and oversee the full lifecycle (initiation, planning, execution, and closeout) of the SCDE Call for Bids for Instructional Materials and related systems, including the Instructional Materials Bid Portal (IMBP) and Satchel Competency and Academic Standards Exchange (CASE) platform. Define priorities, manage timelines, track progress, resolve issues, identify risks, and escalate as needed.</li><li><strong>Instructional Materials & Vendor Coordination:</strong> Manage the submission, review, updating, and adoption cycle of instructional materials provided by publishers. Identify and oversee contracts, terms, and deadlines with publishers and vendors in compliance with state laws and regulations, serving as the primary liaison between SCDE, publishers, and vendors.</li><li><strong>Contract & Regulatory Compliance:</strong> Collaborate with General Counsel and the Attorney General’s Office to ensure all contracts and processes align with state laws, regulations, and policies, and that terms are favorable to the State.</li><li><strong>Satchel CASE Platform Ownership:</strong> Serve as SCDE’s product owner for the Satchel CASE system, managing system configuration, user access, publication workflows, and South Carolina-specific CASE extensions.</li><li><strong>Course Code & Standards Management:</strong> Maintain and manage the official catalog of South Carolina State and Local Course Codes, ensuring compliance with the Uniform Grading Policy. Oversee the annual cycle for adding, revising, and retiring course codes.
