Job description

[What the role is]

Asia's infrastructure financing needs are large and growing, driven by urbanisation, the energy transition, and digitalisation. Meeting these needs requires mobilising significant private capital from institutional investors and infrastructure asset managers seeking long-term opportunities, alongside concessional funding from multilateral development banks and development finance institutions (MDB/DFIs).

You will be part of a team that develops and executes strategies to:
i. Deepen Singapore’s position as a hub for infrastructure asset management, project finance, and capital markets activity serving Asia;
ii. Strengthen engagement with institutional investors, infrastructure asset managers and MDB/DFIs to anchor capabilities and originate new activity in Singapore;
iii. Catalyse blended finance structures and expand the use of risk mitigation instruments to de-risk infrastructure projects and crowd in private capital; and
iv. Drive product innovation to address market gaps and unlock new investment opportunities.

[What you will be working on]

  • Monitor global infrastructure financing trends, identify gaps in the ecosystem and develop initiatives to grow Singapore’s role as a regional hub;

  • Design and develop blended finance and risk-sharing structures (e.g. guarantees) to improve project bankability and crowd in private capital;

  • Engage infrastructure asset managers, banks, MDB/DFIs, and project developers to co-create initiatives and anchor capabilities in Singapore;

  • Support FAST-P, a Singapore-led blended finance platform, working with global public, private and philanthropic partners to mobilise capital for Asia’s green and transition infrastructure; and

  • Promote Singapore as a leading infrastructure financing hub to global partners and represent MAS in international forums to shape regional market and policy developments.

[What we are looking for]

  • Strong ability to synthesise complex market, financial and policy developments into clear strategies and actionable recommendations

  • Strong stakeholder management skills, with the ability to operate across policy, commercial and developmental contexts, as well as to engage senior counterparts across financial institutions, MDB/DFIs, government and international organisations

  • Comfortable working in ambiguity and driving initiatives from concept to execution

  • Prior experience in project finance, asset management, or a multilateral institution is an advantage

You will be working in a fast-paced environment that would require the ability to manage multiple priorities and needs of stakeholders, as well as the agility to respond to changes and developments. As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment. All applicants will be notified on whether they are shortlisted or not within 4 weeks of the closing date of this job posting.
