We are looking for a Database Developer Consultant to be under the direction of the Department of Education (DOE)in Brooklyn, NY. The major responsibilities will include coordinating with program offices and technical partners to develop business rules for data reporting; fulfilling internal data requests for Central staff; conducting systems analysis/programming, including operational application systems and relational databases; business analysis and analytics; documenting data systems and processes; and creating resources to support DOE data analysis. 

This is an hourly position with opportunity for overtime.

•    At least a baccalaureate degree in a related field; a minimum of 2 years’ experience with data analysis, business analysis, requirements gathering, technical writing, data structures, data manipulation, databases, design, programming, testing and implementation
•    Experience in data analytics / reporting
•    Experience gathering business requirements from business owners, program offices, and/or subject matter experts (SME’s)
•    Proven ability to perform independent research, data collection, and analysis
•    Experience designing and executing quality assurance tests
•    Excellent writing and communication skills
•    Experience writing technical and user documentation, business requirements documents, standard operating procedures
•    Highly proficient in Microsoft Office applications including Excel, Word, Access, Visio

Desirable Skills/Experience:

•    Excellent interpersonal skills in working with technical and non-technical personnel
•    Experience with NYCDOE and NYSED student data systems (e.g. ATS, STARS, SIRS, eScholar, etc.)
•    Excellent command of SQL and understanding of relational databases
•    Knowledge of best practices in data governance, analysis and reporting
•    Background in education policy and/or education administration
•    Project management experience
