Job Description:
Parsons is looking for an amazingly talented Contracts Manager to join our team on a mixed-use development in Jeddah the project consists of Hotel, Service Apartments, Offices, Retail Shops and Family Entertainment Center. The Contracts Manager develops, implements, and audits the policies and procedures throughout the project to ensure consistency of application and quality of product, works with the Construction Manager(s) and Contractors to ensure standards are maintained throughout the program and adherence to contract terms and conditions; works closely with the Budget and Planning Manager relative to inputs on actual cost and accruals, variations, claims, etc. captured at the project level rolled up to the program level. The Contracts Manager to have extensive experience in Change Management, Contract Administration, Procurement, Claims and Dispute Management.
What You'll Be Doing:
Maintain working relationship with Design, Construction, Engineering, Procurement and Legal Management to facilitate organizational interfaces
Supervise site measurement team; manage monthly valuations.
Agree on valuations and methods of reimbursement with CM/Contractor representatives.
Set up and manage site valuation procedures. Liaise and coordinate agreement on valuations with Construction Managers / Contractors.
Implement Configuration Management protocols and procedures; manage directives and variations, review client requirements, assess implications, negotiate omissions or extra costs, and coordinate and report on the contractual implications of other parties engaged with the works.
Manage final accounts including preparation, submission and agreement with Client/Contractor/Consultant.
Audit level review and final recommendation of all commercial documentation on the projects submitted by the Contractor and the Construction Manager; conduct detailed review / recommendation for all commercial documentation submitted by consultants.
Assess contractual implications of site decisions and optimization of practical contract conditions.
Compile and scrutinize design deliverables to ensure conformance, accuracy and completeness of information. Review Bills of Quantities to assure an accurate reflection of the work.
Manage claims, advice on all aspects of contractual claims. Develop and manage procedures to recognize and identify claims as they evolve, manage timely resolution under the changes provisions where possible, and obtain legal expertise as appropriate.
Avoid Contractors/Consultants claims; assess variations in lieu of claims. Record pertinent events; ensure proper submission in accordance with the contract. Advice on the imposition of liquidated damages where applicable.
Evaluate claims including compilation of effective contemporary records, preparation of submissions for Mediation and/or Arbitration on contractual matters.
Submit documentation to company senior Contract/Legal Managers and client respective Contract/Legal Department for extra-contractual matters.
Provide the Parsons Program Manager with reviews / analyses on the contract data.
Manage Procurement to select the right contractors and suppliers.
Prepare draft contract and contract conditions. The Consultant shall prepare, for each works or supply package to be tendered by the Client, the complete contract documents, including the Conditions of Contract, based on the FIDIC [Conditions of Contract for Construction (Red Book) / for Plant and Design-Build (Yellow Book)], as instructed by the Client for that package. The Conditions of Contract shall be a bespoke, consolidated document that incorporates the full text of all FIDIC clauses. The Consultant shall not merely reproduce or submit the standard FIDIC form; the Consultant shall review every clause and shall amend, delete, or add to individual clauses as necessary to protect the Client's interests, reflect the requirements of the Project, and comply with the applicable law, subject to the Client's review and written approval. The Conditions of Contract shall be prepared in both Arabic and English.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering (or related field) with 20+ years of related program / Contracts management experience, in which 15+ years of proven experience in Procurement Management under FIDIC conditions of Contract Forms, both Pre and Post Contract Procurement
Extensive hands-on experience in FIDIC Contracts within multidisciplinary large-scale projects is a must and preferably to be FIDIC certified.
Minimum 8 years leadership experience managing diverse activities
In depth knowledge of industry standard forms of contracting, procurement procedures, standard forms of contracting within the Construction Industries.
Excellent verbal and written communication skills.
Excellent command in English language.
Expert knowledge and skills relating to contract management and procurement.
