Previous applicants are still being considered and need not reapply.*</em></strong></em></strong></span></div><br style="color: inherit; font-style: normal; text-indent: 0"><span style="color: inherit; font-style: normal; text-indent: 0"><strong style="font-weight: 700; color: inherit; font-style: normal; text-indent: 0">Job Responsibilities</strong></span><br>This position manages the design and construction process for deferred maintenance, capital improvement and renovation projects of moderate to large complexity for BHDD facilities across the State of South Carolina. This position also:<ul style="padding-left: 2rem; margin-top: 0; margin-bottom: 3pt; color: inherit; font-style: normal; text-indent: 0"><li>Manages assigned agency Permanent Improvement and Non-Permanent Improvement Projects.</li><li>Participates in the evaluation and awarding of contracts for architectural and engineering services as well as bid openings and evaluations for construction services in accordance with state procurement guidelines. Administers contracts from beginning to end of project.&nbsp;</li><li>Evaluates and assesses existing building conditions within the agency to assist in the prioritizing, budgeting, and scheduling of upcoming capital projects.</li><li>Develops and executes acquisition strategies that ensure fairness, competition, serve the best interests of the State and result in completed projects that meet customer requirements. Understands and ensures compliance with applicable rules and regulations including the International Building Codes, Executive Budget Office, the Office of State Engineer regulations, the South Carolina Consolidated Procurement Code, The Joint Commission, the Department of Public Health, and the Joint Bond Review Committee (JBRC).&nbsp;</li><li>Develops materials and scopes for and manages Task Order Contracts, Competitive Sealed Bids, and Minor Construction projects for a variety of construction disciplines depending on project size and complexity.</li><li>Creates, maintains, and updates project files, for all assigned projects, throughout the life cycle of the project(s). &nbsp;</li><li>Provides periodic projects updates to management and project stakeholders.&nbsp;</li><li>Performs other duties as requested.</li></ul>A bachelor's degree in Construction Management, Engineering, or Architecture with related experience; or an equivalent combination of education and related experience. A valid drivers license.<undefined>Thorough knowledge of Project Management. Thorough knowledge of engineering design methodologies, construction methodologies, construction management as well as general construction. Skill in preparing, reviewing and analyzing plans, specifications, technical computations and cost estimates. Ability to establish and maintain effective working relationships with employees, architects, engineers, contractors and State agency managers. Ability to plan and direct the work of architects, engineers and construction personnel. Ability to coordinate the work of multiple design teams in varied disciplines. Knowledge of laws, rules and regulations pertaining to the construction and modification of facilities.
