    Position Overview

    The Construction Quality Assurance Representative (QAR) will serve as an owner representative responsible for monitoring construction activities, completing a daily report, verifying compliance with codes and contract requirements, overseeing documentation, and coordinating with the Design of Record (DOR) throughout all phases of the project. This role ensures that construction is executed according to approved plans, schedules, and standards while maintaining accurate records and facilitating communication between stakeholders.

    Position Requirements:

    • Must be able to complete work during normal business with rare night, holiday, and weekend work.
    • Must be able to communicate fluently in Spanish and English.
    • Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances on rough and uneven surfaces, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, and navigate typical civil construction site obstacles.
    • Must be familiar with and able to use the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skills.
    • Must be able to read and interpret construction documents.

    Preferred Qualifications:   

    The CIC must be one of the following:

    (1) a licensed Professional Engineer experienced in monitoring construction,

    (2) a Certified Construction Contract Administrator certified by the Construction Specifications Institute, or

    (3) have equivalent training or experience.  A resume will be required to be reviewed by VCI and the Owner (USDA) to confirm experience.

    Key Responsibilities:

    • Assist Owner with ensuring that the construction of this project complies with the approved construction documents and the latest edition of the International Building Code, national codes and standards, local building codes, etc.
    • Monitor contract compliance with appropriate Federal Acquisition Regulations (FAR).
    • Act as the quality assurance agent for the Government and monitor the construction contractor’s quality control program.
    • Verify that approved construction contractor submittals are available before work is performed.
    • Review and maintain a file of approved shop drawings, submittals, certificates, schedules, and results of quality control tests that were approved by the design firm.
    • Tracks and maintains submittals and RFIs for review and approval.
    • Verify that materials and equipment incorporated into the project meet contract requirements.
    • Evaluate qualifications resume for General Contractor's superintendent, alternate superintendent and recommend approval or disapproval to Contracting Officer.
    • Verify that actual construction progress agrees with approved progress schedules.
    • Evaluate contractor's construction progress and payment schedule.
    • Review and recommend to the CO progress payment requests.
    • Participate on site during commissioning to ensure the functional checklists are completed and systems are operating as designed. Witness the startup and commissioning of the mechanical and electrical systems to ensure code compliance. Commissioning should ensure individual components function as well as the system in totality.
    • Assist DOR as necessary to ensure as-built drawings reflect as-built conditions and denote any omissions and/or corrections to the EPM and DOR for incorporation by the construction contractor.
    • Aid the construction contractor in providing the Government with as-built drawings from the red-line construction drawings.
    • Ability to review as-built drawings.
    • Submit daily/weekly/bi-weekly inspection reports inclusive of supporting photos.
    • Performs and documents construction inspections.
    • Performs/documents quality assurance inspections.
    • Participate in a preconstruction meeting at the job site.
    • Participate in bi-weekly construction progress meetings.
    • Ability to successfully lead and facilitate meetings.
    • Maintains Government-provided equipment in good condition.
