This includes: 1) the development, submission, and execution of the department's annual operating budget; 2) the oversight and execution of all financial contracts to which the department is a party; 3) the oversight and execution of the department's procurement process; 4) the administration of all grants of which the department is a recipient; 5) the establishment and enforcement of fiscal and other program-related procedures to ensure all department actions are accomplished with fiscal accountability and integrity; 6) the development, implementation, and execution of all necessary accounting and procurement systems; 7) the maintenance of reliable information technology as required by the department; 8) providing the Secretary, Chief of Staff, and other directors with timely and professional advice on all fiscal matters; and 9) organizing, developing, and leading the Division of Resource Management.&nbsp;</strong></span></p><p style="margin: 0 0 8pt 1in"><span style="color: rgba(0, 0, 0, 1)">&nbsp;</span></p><p style="margin: 0 0 8pt"><span style="color: rgba(0, 0, 0, 1)"><strong><u>Responsibilities of the <strong>Director of Resource Management/Chief Financial Officer</strong>:&nbsp;</u></strong></span></p><div style="margin: 0 0 8pt"><ul style="margin-bottom: 0; list-style-type: disc"><li style="margin: 0 0 8pt">Supervises staff to Include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.&nbsp;</li><li style="margin: 0 0 8pt">Establishes and enforces internal fiscal management procedures to ensure all department procedures are accomplished with fiscal accountability and integrity. Develops, implements, and executes all necessary and prudent accounting and procurement systems. Ensures the department's fiscal actions are prudent, legal, ethical, and auditable.&nbsp;</li><li style="margin: 0 0 8pt">Develops, submits, and oversees the execution of the department's annual operating budget. In coordination with division directors and the department's senior leaders, forecasts future budgetary requirements. Provides timely and accurate understanding of budget execution and the current fiscal status down to the division level. Anticipates budgetary issues and makes prudent recommendations to address them.&nbsp;</li><li style="margin: 0 0 8pt">Oversees and executes all financial contracts to which the department is a party. Oversees and executes the department's procurement process. Manages all grants of which the department is a recipient. Ensures the department meets all its contractual obligations, to include those pertaining to grants. Oversees all financial functions of the department that are conducted through a contracted vendor or another state agency operating under a memorandum of understanding with the department. Ensures these functions are performed in accordance with the contract or memorandum of understanding and to the same level of professionalism as those functions performed internally.&nbsp;</li><li style="margin: 0 0 8pt">Provides the Secretary, Chief of Staff, and other directors with timely and professional advice on all fiscal matters. Anticipates budget shortfalls and surpluses and makes recommendations for the maintenance of the department's fiscal health. Provides financial subject matter expertise and financial advice to the Board of Trustees of the Veteran Trust Fund.&nbsp;</li><li style="margin: 0 0 8pt">Organizes, develops, and leads the Division of Resource Management in the effective management of the department's financial, physical, and information technology resources. Leads, guides, and directs the members of the division to mission success while helping each member of the team reach their full potential.&nbsp;</li><li style="margin: 0 0 8pt">Performs other duties as assigned.&nbsp;</li></ul></div><p style="margin: 0 0 8pt"><strong><u>Minimum Requirements:</u></strong></p><ul><li><p style="margin-top: 0; margin-right: 0; margin-bottom: 8pt">A bachelor's degree in accounting, finance, business, or a related field.</p></li><li><p style="margin-top: 0; margin-right: 0; margin-bottom: 8pt">Professional experience in a related area such as accounting, auditing, finance, or banking.</p></li><li><p style="margin-top: 0; list-style-type: disc"><li style="margin: 0 0 8pt">This position requires detailed knowledge of the principles, practices, and theories of accounting, auditing, banking, budgeting, or finance and a thorough knowledge of governmental finances and institutional fund accounting.&nbsp;</li><li style="margin: 0 0 8pt">The candidate must understand electronic data processing and be knowledgeable of applicable state and federal laws and regulations.</li><li style="margin: 0 0 8pt">The candidate must be able to develop, implement, and oversee a complex financial management system; interpret and analyze financial data and reports; and interpret and apply complicated federal and state statutes, rules, and regulations pertaining to applicable programs.</li><li style="margin: 0 0 8pt">The candidate must be able to manage a staff of accounting and budgeting and finance personnel;
