Work is performed under general supervision and direction of the City Traffic Engineer.</div><ul style="margin-bottom: 3pt"><li>Conduct transportation studies, analyses and prepare reports and recommendations on transportation planning and operations issues</li><li>Develop, maintain and update City’s Vision Zero and Mobility Plans and associated projects</li><li>Review traffic concurrency and site-specific analyses as part of development reviews and provide recommendations on required transportation improvements to maintain the adopted roadway level of service.</li><li>Administers and reviews outside consultant contracts for design and project development and in-house projects for Transportation and Mobility Program areas, in accordance with general engineering principles and department policies.</li><li>Supervises and/or participates in the development of new designs and/or engineering techniques to be utilized for resolving problems encountered within the Traffic Division.</li><li>Receives, reviews, and investigates requests for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, and safety devices.</li><li>Provides high level and responsive customer service on sensitive traffic problems and neighborhood concerns.</li></ul>RELATED TASKS: <ul style="margin-bottom: 3pt"><li>Represents the city Traffic Division at various community meetings regarding traffic issues.</li><li>Coordinates activities related to transportation projects in the City’s Capital Improvement Program including consultant selection, contract negotiations and project management.</li><li>Supervises division personnel.</li><li>Prepares project status reports and schedules as required.</li></ul>Financial Responsibilities: <ul style="margin-bottom: 3pt"><li>Develop annual budget and project needs for transportation planning and mobility areas</li></ul>Knowledge of: <ul style="margin-bottom: 3pt"><li>Comprehensive knowledge of the principles, practices, methods, and equipment related transportation planning and complete streets. </li><li>Expert knowledge and experience with traffic operations, principles, and design practices. </li><li>Computer and traffic engineering software, including Synchro, HCS and SIDRA.</li></ul>Skilled in: <ul style="margin-bottom: 3pt"><li>Conducting transportation planning and mobility studies</li><li>Managing corridor planning studies, quick-build roadway improvement projects and implementation of complete streets</li><li>Collaborating different disciplines within the City and other external transportation stakeholders in advancing transportation planning and mobility projects</li></ul>Ability to: <ul style="margin-bottom: 3pt"><li>Establish and maintain effective working relationships with City officials, other public officials and representatives, employees and the general public.</li><li>Communicate technical ideas effectively, both orally and in writing.</li><li>Prepare and present technical reports.?</li></ul><ul style="margin-bottom: 3pt"><li>Bachelor's degree in engineering with major course work in civil, traffic, transportation engineering or related field.</li><li>Five (5) of progressively responsible experience in traffic or transportation engineering, including project management and design. </li><li>Three (3) years in a supervisory or lead role overseeing technical staff or consultants.</li><li>Possession of a valid Professional Engineer (PE) license at the time of hire, with eligibility to obtain Florida PE licensure within one (1) year of employment.</li></ul>PREFERRED QUALIFICATIONS: <ul style="margin-bottom: 3pt"><li>At least three (3) years of progressive experience in implementing complete streets projects </li></ul>SPECIAL REQUIREMENTS: <ul style="margin-bottom: 3pt"><li>Possession of valid State of Florida Class "E" driver's license with no more than six (6) points in a three (3) year period</li></ul>POST OFFER PRE-EMPLOYMENT SCREENING REQUIREMENTS: Final offer and employment are contingent upon successful completion of the following post-offer, pre-employment screening items: <ul style="margin-bottom: 3pt"><li>Criminal Background Check</li><li>Employment Verification</li><li>Certification/License Verification</li><li>Motor Vehicle Report (MVR) </li><li>Drug & Alcohol Screening </li></ul>
