Job Description:

KEY RESPONSIBILITIES

Strategy Development & Planning

  • Conduct Anticipatory Action related assessments, and develop project designs, implementation plans and budgets, ensuring Quality Assurance Standards.
  • Coordinate with stakeholder to update the progress of the project and receive necessary guidance.
  • Ensure beneficiaries and their representatives to participate in program decisions and seek their informed consent through feedback mechanism.
  • Make sure lessons learned and best practices in accountability are documented and disseminated to other stakeholders.
  • Undertake monitoring of projects through field visits and review progress, and feedback, identification of corrective actions and capture learning.
  • Actively engage and contribute to township level disaster management team.
  • Develop a method of sharing information to communities about organizational mandate, background information, humanitarian accountability framework, humanitarian plan.
  • Ensure communities are consulted during assessment on their needs and the activities that need to be implemented.
  • Develop intervention strategies that leverage resources and expertise from within World Vision and from our partners in the private and public sectors.
  • Mainstream WV’s commitment, for a child-focused, community-based approach and Christian Commitment, is integrated into the dimensions of disaster/development management.

Resource Acquisition & Management

  • Develop and implement advocacy plan on Anticipatory Action result and finding.
  • Update and disseminate funding status for each disaster management program to identify possible funding gaps and ensure smooth transition from one funding source to the next.
  • Monitor budget preparation processes for programming components, incl. cost for trainers, materials, venue, etc. and ensure operational cost-effectives and compliance to WV partnership and donor standards.
  • Coordinate with the APs and other programs for assessment, design, monitoring and evaluation regarding Humanitarian programs or projects.
  • Monitor Mitigation initiative.
  • Analyze WVIM mitigation expenditure to track efficiency and effectiveness.
  • Submit monitoring and reporting mechanism (Anticipatory Action Protocol) in line with donor requirement.
  • Develop Community Disaster Preparedness Plan.
  • Coordination and support awareness and training on DRR-CCA at project selected community.
  • Overseeing on project implementation meet as planned.

Capacity Building and Technical Support

  • Build the capacities of APs and partners, which are prone to disasters, in developing Anticipatory Action related program designs.
  • Train project staff to acquire capacity in Anticipatory Action related assessment, survey, monitoring and evaluation that are appropriate for local context.
  • Coach and mentor Anticipatory Action program staff in all aspects of quality program
  • Contribute to the organizational learning for Anticipatory Action, by utilizing and disseminating lesson learnt.
  • Provide technical support in assessments and developing Anticipatory Action related program designs.

Accountability & Quality Assurance

  • Measure document impact and working closely with program team to provide the update information to operation director about the Anticipatory Action progress.
  • Ensure industry codes and standards such as (Red Cross and Red Crescent Code of Conduct, People in Aid, Sphere, DNH and HAP) are applied to all the works. 
  • Ensure timely submission of reports to the donors.
  • Document and disseminate best practices and lessons learnt.
  • Ensure quality of data / information / reports in time

Networking & Coordination

  • Engage with UN agencies, other INGOs/LNGOs, government ministries, and faith-based organizations to redress any challenges and improve the efficiency of programming in disaster management.
  • Represent WVM in National level technical working groups.
  • Coordinate and collaborate with different layers in WV Partnership for quality programming
  • Support Office queries are responded within a reasonable period of time.
  • Support Office requests, feedback and strategies are shared within WVM in a reasonable period of time.
  • Accommodate donor and SO visits.

KNOWLEDGE, SKILL AND EXPERIENCE

  • Bachelor's degree in any discipline is essential
  • Master in relevant discipline is preferred
  • At least 5 years experiences in the area of quality programming are essential
  • Excellent planning and organizing skill
  • Experience in developing community based Anticipatory Action Protocol Development
  • Computer literate and have high skills of information sourcing and gathering including internet
  • Excellent knowledge of local context and organizational culture
  • Excellent interpersonal skills and ability to work as a team
  • Excellent analytical and problem-solving skills
  • Good knowledge of Disaster Management Standards
  • Excellent knowledge on logical framework approach and project cycle management
  • Responds promptly in a professional manner
