<undefined>The City of San José Housing Department is a leader in the production and preservation of affordable housing, and solutions to homelessness. The Housing Department has an operating budget of approximately $19 million annually and 112 employees, the Department administers multiple local, state, and federal funds. The Housing Department is committed to creating and supporting a diverse work environment with a staff that values inclusion.<br></undefined><p>The salary ranges for this classification are:</p><ul style="margin-bottom: 3pt"><li>Analyst I: $92,994.72 - $113,022.00</li><li>Analyst II: $101,468.64- $123,330.48</li></ul><p>The Housing Department is seeking a qualified Analyst who will focus on effective grants management using several funding sources: the U.S. Department of Housing and Urban Development (HUD) entitlement programs (CDBG, ESG, HOME, HOPWA); State of California funding; and local funds. These funds are put into grant agreements with non-profit providers to carry out programs such as interim housing sites, homelessness outreach, legal services, minor home repair, and more. In addition to managing grants, this position is responsible for monitoring the grant process to ensure compliance with funding source regulations and contract specifications.</p><p>Key Responsibilities of the position will include the following:</p><ul style="margin-bottom: 3pt"><li>Develop and execute contracts with non-profit providers.</li><li>Coordinate with the fiscal team to encumber funds.</li><li>Review invoices and submit payment requests.</li><li>Set up financial and quarterly report workbooks.</li><li>Monitor quarterly performance reports.</li><li>Perform pre and post award risk assessments.</li><li>Monitor grant programs after the contract term ends.</li></ul><p><strong>Education and Experience</strong></p><p><strong>Analyst I</strong><br>A Bachelor's Degree from an accredited college or university.</p><p><strong>Analyst II</strong><br>A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.</p><p><strong>Acceptable Substitution</strong><br>Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.</p><p>COMPETENCIES</p><ul style="margin-bottom: 3pt"><li><strong><u>Job Expertise</u></strong> – demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.</li><li><strong><u>Analytical Thinking</u></strong> – Approaching a problem or situation by using a logical, systematic, sequential approach.</li><li><strong><u>Customer Service</u></strong> – approaches problem solving by focusing on customers first; advocates for customer results point of view; demonstrates the ability to anticipate customers' needs and deliver services effectively and efficiently in a timely, accurate, respectful, and friendly manner.</li><li><strong><u>Project Management</u></strong> – Ensures support for projects and implements agency goals and strategic objectives.</li><li><strong><u>Problem Solving</u></strong> – approaches a situation or problem by defining the problem or issue; determines the significance of problem(s); collects information; uses logic and intuition to arrive at decisions or solutions to problems that achieve the desired outcome.</li><li><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0"><strong><u>Reliability</u></strong> </span></span><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0">– Completes quality work assignments in a timely and efficient manner; fulfills responsibilities and maintains confidentiality as appropriate.</span></span></li><li><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0"><strong><u>Teamwork &amp; Interpersonal Skills</u></strong>&nbsp;<span lang="EN-US">–&nbsp;</span></span></span><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0">demonstrates a positive attitude and flexibility along with the ability to develop effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.</span></span></li><li><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0"><strong><u>Communication Skills</u></strong> </span></span><span lang="EN-US" class="TextRun SCXW104425548 BCX0"><span class="NormalTextRun SCXW104425548 BCX0">– communicates and listens effectively orally and in writing and responds in a timely, effective, positive, and respectful manner; written reports and correspondence are accurate, complete, current; well organized, legible, concise, neat, and in proper grammatical form.</span></span></li></ul><p>The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to all the job-specific questions.
