We’re looking for a proactive and reliable Waiver Application Specialist (Administrative Specialist) in Omaha to join the Eligibility & Enrollment (E&E) unit within the Division of Developmental Disabilities at the Nebraska Department of Health and Human Services (DHHS).

As a Waiver Application Specialist, you'll play a key role in helping individuals and families across Nebraska gain access to Home and Community-Based Services (HCBS) by managing the administrative processes that keep these programs running smoothly. What You’ll Do

In this role, you will:

  • Coordinate and manage the day-to-day operations of the HCBS waiver application workflow

  • Review incoming applications and referrals for accuracy and completeness

  • Communicate with applicants or representatives to gather documentation and answer questions

  • Work closely with internal teams to ensure proper assignment, tracking, and follow-up of cases

  • Maintain organized records, generate reports, and help identify process improvements

  • Interpret and apply relevant policies, guidelines, and regulations

  • Provide exceptional customer service to the public and providers seeking HCBS information


 

Requirements/Qualifications:

Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency.

Preferred Qualifications:

  • Experience working in a human services or Medicaid-related environment.

  • Familiarity with state systems such as NFOCUS, SharePoint, and Outlook.

  • Experience reviewing and tracking high volumes of documentation or applications.

  • Knowledge of waiver programs or public assistance systems.

Other: Some positions may require experience and/or training that is unique to the work assigned; a valid driver’s license or the ability to provide independent authorized transportation; and/or criminal history background checks and other specific background check protocols for their agency.

Knowledge, Skills, and Abilities

  • Sharp attention to detail and accuracy

  • Confidence interpreting and applying policies and procedures

  • Proficiency in Microsoft Office Suite, especially Excel and Outlook

  • Strong written and verbal communication

  • Initiative to identify problems and suggest solutions
