monitors documents and technical reports, and assure the proper recording of accounting transactions under general supervision. </div><em>Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this classification description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this description.</em><br><ul><li>Supervise accounting operations, review and reconcile journal entries, transactions, and financial activities, monitor and review accounting documents for accuracy, completeness, and compliance with Federal and state regulations, funding agency standards, and county policies and control practices.</li><li>Review financial and accounting records and corrects errors as required.</li><li>Assure journal entry information is complete and accurate and verify accuracy of supporting documentation.</li><li>Supervise and coordinate the preparation of the Comprehensive Annual Financial Report (CAFR) and other mandated and special-use financial reports and compile, review, analyze, and update financial statement schedules and supporting documentation.</li><li>Assist auditors as required for the preparation of financial analyses and reports.</li><li>Review and manage accounting records, identify and research accounting issues, and recommend solutions.</li><li>Reconcile technical and financial transactions, review and investigate financial and accounting records, assure fund integrity, and resolve issues according to policies.</li><li>Research and resolve accounting issues, provide customer services to County departments, and coordinate technical and financial information with customers and external agencies.</li><li>Provide consultation and advice on accounting and internal controls and interpret and explain policies and procedures.</li><li>Provide customer services, respond to requests for information, and attempt to resolve them by researching files and records within the scope of authority, update, retrieve, and release information according to procedures, and refer matters requiring policy interpretation to supervisor for resolution.</li><li>Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.</li><li>Perform other related duties as required.</li></ul><strong><u>POSITION SPECIFIC DUTIES:</u></strong><ul><li>Provide primary accounting functions for grant monitoring administration, compliance, grant accounting, and financial reports of awarded grants through final closing.</li><li>Prepare Schedule of Expenditures of Federal Awards (SEFA).</li><li>Provide assistance to Program Manager with documentation requirements for each grant award and appropriation.</li><li>Reviews and comprehends contract billing terms, conditions and schedule.</li><li>Complete monthly general ledger reconciliations.</li><li>Present Budget to Actual data at least quarterly to Program Managers, more frequently if needed to monitor financial health of grants.</li><li>Assist with Budget development for Grant’s.</li><li>Will serve as the Back-up for Payroll and Purchase Card reconciliation.</li></ul><ul><li>Bachelor's degree in Accounting or related field.</li><li>Three (3) years of professional accounting experience.</li><li>Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements..</li></ul><strong><u>Preferred Qualifications</u></strong><ul><li>Public Sector accounting.</li><li>Professional certification as a Certified Public Accountant (CPA) or Certified Government Financial Manager.</li><li><font color="#000000" style="font-style: normal; text-indent: 0"><span><strong>Arizona residents </strong></span><span><strong>must have a valid Arizona Driver’s License upon hire; </strong></span></font><span style="font-style: normal; text-indent: 0; color: inherit">newly established Arizona Residents must have one</span><font color="#000000" style="font-style: normal; text-indent: 0"><span><strong> within 30 days of hire.</strong></span></font></li><li>Knowledge of principles of grant fund accounting, budgets, contracts, and financial records management.</li><li>Skilled in analyzing and compiling technical and statistical information to prepare grant funding and technical reports.</li></ul><ul><li>Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for public sector financial administration.</li><li>Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices, and regulatory reporting requirements.</li><li>Knowledge of applicable state and Federal statutes, rules, codes, and regulations governing public sector accounting functions.</li><li>Knowledge of department policies, procedures, and regulations covering specific areas of assignment.</li><li>Knowledge of principles of record keeping and records management.</li><li>Skill in understanding and applying County accounting standards, policies, and procedures.</li><li>Skill in maintaining accurate and inter-related accounting records and identifying and reconciling errors.</li><li>Skill in analyzing financial issues, evaluating alternatives, and developing recommendations for solving problems.</li><li>Skill in analyzing and interpreting financial documents and complex variables and preparing financial reports.</li><li>Skill in reviewing and analyzing inter-related accounting records and identifying and reconciling errors.</li><li>Ability to perform mathematical calculations with skill and accuracy and maintain electronic records and files.</li><li>Ability to meet critical time deadlines.</li><li>Ability to provide effective customer service.</li></ul><strong><u>PHYSICAL DEMANDS:</u></strong><br>The work is sedentary requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
