The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</span></div>The official job specifications for this role, as defined by the State Civil Service, can be found <a href="https://apps01.civilservice.louisiana.gov/onestopjobinfo/DisplayJobSpec.aspx?JobCode=139370" target="_blank"><u>here</u></a>.<strong><u>Job Duties:</u></strong><ul style="margin-bottom: 3pt"><li>Maintains accounting records and prepares reports, correspondence, and financial documentation related to federal and state grant programs.</li><li>Researches federal and state appropriation budgets to determine funding availability and support required financial reporting.</li><li>Prepares quarterly and annual federal financial reports and related grant reporting documents.</li><li>Initiates reimbursement requests for grant expenditures and processes grant billings in LaGov/SAP.</li><li>Prepares accounting transactions, including journal voucher documents, to complete grant billing and reimbursement processes.</li><li>Prepares and processes grant payments and maintains detailed cost distributions for grant expenditures, including cost share calculations.</li><li>Reconciles receivables, expenditures, revenue transactions, and LaGov expenditure/revenue reports to DOTD general ledger control accounts.</li><li>Identifies, researches, monitors, and resolves discrepancies, corrections, or adjustments related to expenditures, revenue, and general ledger accounts.</li><li>Provides information and technical assistance to Financial Services, grant program managers, Budget, CPA consultants, LaGov, the State Treasurer’s Office, auditors, and other stakeholders.</li><li>Assists with monitoring complex grant agreements, applications, amendments, and sub-grant agreements in accordance with statutory, regulatory, and departmental requirements.</li></ul><br><p style="margin: 0; color: inherit; font-style: normal; text-indent: 0"><strong style="font-weight: 700"><u>Position-Specific Details:</u></strong></p><p style="margin: 0; color: inherit; font-style: normal; text-indent: 0"><strong style="font-weight: 700">Appointment Type:&nbsp;</strong>This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.</p><p style="margin: 0; color: inherit; font-style: normal; text-indent: 0"><strong style="font-weight: 700">Compensation:&nbsp;</strong>This position has a <strong>Special Entrance Rate (SER) of $2,120.00 biweekly </strong>that is above the minimum hire rate. &nbsp;Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy.
